I have a 2006 6.0 I just spent $8,000 to repair in the past three months. In December I had to have a HPOP and a Fuel Pressure Regulator replaced. Last week I just got the truck back after having the head gaskets replaced along with the number 8 piston, and head on that side, an egr delete kit installed, along with a new oil cooler, arp head.

No need to fill it up with diesel first, I would just install it dry then pull the bleeder screw and pump it till diesel comes out, then close it off and you are good to go. This way the diesel gets filtered as it goes through as well. It wouldnt rev past 1800 RPM like it had a govenor on the engine. I think IIRC if the air meter is unplugged it does this as well. E220CDI. I have a year 2000 E220CDI and the engine will not rev higher than 3000 rpm. It starts ok and runs ok for a while then the problem appears, quite worrying when your trying to overtake or coming out of a junction and suddenly the car will not accelerate!! I have recently replaced the glow plugs in the car and the fault first appeared.
